CT Competency System (CCS)

The Connecticut Competency System (CCS) is a statewide, standards-based assessment and instructional framework used by adult education agencies and partner agencies serving a common client base. It establishes a shared set of competencies that youth and adults need to build proficiency, achieve self-sufficiency, and succeed in work and daily life. Adult education agencies funded by the Academic Office are required to follow the procedures outlined in the CCS Assessment Policies and Guidelines FY 2025–2026.

CCS is built on the framework developed by the Comprehensive Adult Student Assessment System (CASAS) and integrates:

The CASAS framework aligns instruction and assessment to essential literacy, numeracy, and communication skills needed for success in society. Assessments provide valid and reliable measures of learner progress and support National Reporting System (NRS) educational functioning level reporting.

CASAS Recertification

CT requires recertification every two (2) years for all staff involved with testing, both paper/pencil and eTesting.​
